CO on inmate assaults: "The Program"

It is unfortunately not unheard of for the corrections officers in Rikers Island to team up with inmates. They do this for numerous reasons. Some times, the COs are affiliated with the same gang that the inmate is in. Sometimes, the inmate's friends/family is getting the CO money on the outside. Sometimes, the CO just doesn't like an inmate and makes an arrangement to have things "handled" by someone else. Whatever it may be, it happens all the time. This is a case about that very thing.
